According to the Mirror, Jefferson Nazareno saw the little girl lying on a makeshift bed made of cardboard and fabric in a drainage pipe under a bridge in Laguna province, on September 21, on his way home. He immediately informed several friends and local officials.
After receiving the news, staff from the Calamba Department of Public Order and Security (CCPSO) were present to deal with it. They quickly found her parents selling wreaths on a nearby street.
“I saw someone lying at the end of the pipe. At first, I thought it was a doll, but when I got closer, it turned out to be a child,” Mr. Nazareno said.
The baby’s parents, along with several other homeless youths living under the bridge, were taken to a local social welfare center, where they were served food. According to the staff, the girl’s mother said their family had to sleep in the sewer because there was no home.
